This ordinance repeals 12 of 1888 (see in 685664) with some modifications, for which the Attorney General gives good reasons:
56. enables the magistrate to make his declaration of an ingrate trampled with expenses incurred present the colony being retrospective, so as he may act on behalf of a sick vagrant, who has not been well enough to remain in hospital & be formally declared an ingrate.
